Project Overview
Translating a national vision into governance
As a central entity under the Ministry of Interior, the Vision Realization Office aligns initiatives, programmes and performance with Saudi Vision 2030. It sits between national policy and the departments that have to deliver against it.
That position sets the standard. Material produced by a VRO is read by ministers, by inter-ministerial working groups and by the public, often in the same week. It has to survive all three audiences without changing its character.
Storm® Swas brought in with strategic partner Devoteam. The mandate went beyond visual identity. It called for a system built to carry institutional authority and to hold that authority consistently, whoever applies it.

The Challenge
Authority that survives every hand it passes through
The VRO needed more than a set of assets. It needed rules with enough authority behind them that a department could not casually depart from them, and enough clarity that no department needed to ask.

The work also had to hold in Arabic and English at the same level. In this context bilingual is not a preference. It is the operating condition.
WHAT WE DID
- Built the brand strategy around the office mandate, not around a visual brief
- Wrote the brand narrative that connects the VRO to Vision 2030 in institutional language
- Designed the identity and visual system for government scale and government scrutiny
- Established a governance framework defining who applies what, and under what authority
- Documented the system in bilingual guidelines built for departments, not for designers
- Produced marketing collateral and campaign creative to prove the system under load
- Aligned leadership communications, inter-ministerial material and public platforms to one standard
- Delivered in partnership with Devoteam across the full programme

Reviewed the office mandate, the Vision 2030 alignment requirement and how material currently moved between leadership, departments and the public.

Set the positioning and the narrative before design began, then defined the governance rules that would keep the system intact after handover.

Built a disciplined identity and visual system, drawn to hold institutional authority at every scale, in Arabic and English as one system.
4/4 Deliver
Documented everything in bilingual guidelines and produced collateral and campaign creative so departments had working references, not theory.
