Project Overview
Built to Carry the Weight of a National Vision
The Vision Realization Office sits at the center of Saudi Arabia's transformation agenda. Operating under the Ministry of Interior, it aligns government programs, institutional performance, and national initiatives with the objectives of Vision 2030. That's a significant mandate — and the identity had to match it.
When Storm was brought in through strategic partner Deoteam, there was no brand system in place. No guidelines. No cohesive visual language. Just a critical government entity communicating without a consistent voice.
We built the whole thing from scratch — strategy, identity, narrative, and governance-ready guidelines — so every touchpoint, from leadership decks to public platforms, speaks with the same authority and clarity.

The Challenge
No Brand System for a High-Stakes Institution
Government entities at this level don't have the luxury of inconsistency. Every document, presentation, and public communication reflects directly on the Ministry and the national agenda it serves. Without a structured brand system, the Office was operating with fragmented materials and no clear visual or verbal identity.
The bigger issue wasn't aesthetic. It was functional. The Office needed a brand that could be applied by different teams, across different formats, without breaking. That means less creative freedom and more engineered clarity — a system that works like a governance framework, not a mood board.
WHAT WE DID
- • Positioned the Office within the Vision 2030 landscape
- • Built a brand strategy rooted in its actual mandate
- • Designed the full visual identity — logo, color, type, icons
- • Defined a clear brand narrative for its strategic role
- • Delivered governance-grade brand guidelines for daily use
- • Designed corporate collateral: stationery, templates, communications
- • Built campaign layout systems for internal and public use
- • Delivered production-ready, with full deployment support

Storm 4D Method®
Strategy to Execution, Four Phases
1/4 Discover
We started by mapping the Office's mandate, audiences, and communication landscape — including how similar Vision 2030 entities present themselves. The goal was to understand exactly where this institution sits and what its identity needed to do.
2/4 Define
From the research, we built a clear strategic foundation: positioning, messaging pillars, and a brand narrative that frames the Office as a national transformation enabler — not just an administrative body. Every word was written to hold up in a formal government context.
3/4 Design
The visual system was built for durability and scale. Logo geometry, color architecture, typography — all engineered to work across print, digital, exhibition, and official correspondence without losing consistency. The system doesn't require creative interpretation. It just works. 4
4/4 Deliver
Final delivery included complete guidelines, corporate templates, and campaign layouts — all ready to use from day one. Deoteam coordinated stakeholder alignment during rollout. The system is built to grow alongside the Office's expanding role in Vision 2030.
